Been lurking on this one for a while; here's my $.02:
First, you say you want a DD, looking for some street performance (although we don't condone street racing here!), and you're on a budget. You keep saying you want a number, ie "351", "347", "350 hp", "306"... Are you wanting to be able to talk about numbers, or drive a car that performs? Because end the end, horsepower numbers, displacement numbers, etc, don't mean much in and of themselves. Your 302 being bored isn't to give it more displacement, it's to get you back to good cylinder walls, so who cares if it's a "306"?
Stop fixating on the numbers (which in the end are only good for talking trash on forums). If you want a street performer, that'll be fun to drive, and you're going to do it on a budget, then do a LOT of research. Not just asking "what's the best...?" or "what do you guys think of this combo?"...Wear out your search engine, read books on engine building, etc.
First stop (you haven't mentioned it yet, so I'm assuming you haven't done this) should be a gear swap. Get a set of 3.73s or 4.10s and replace your stock gears. Best SOTP mod you can do, and it pays off no matter how much motor work you do.
Read up on HCI combos, then don't be tempted by the "mix and match" bug. Stick with a proven name, and an intake/head combo that was MADE to work together. You're probably best to get the cam that goes with the combo, although you might want to look into a custom grind at least to see if the price differential is worth it. Then, read more about engine assembly. The little things are going to make the difference between your combo being a run-of-the-mill HCI swaps, or being one of those special builds, where everything works together just a little better, and people think you're lying when you tell them it's NOT stroked.
Or, you can get in a hurry, be too worried about how the people in hondas and camaros look at you, want to talk trash about your "numbers", and over-spend for a car that doesn't perform much better than what you have now. If you're building your car to impress others, you need to save a LOT of money, and do a lot of research. In order to impress others with our cars, you need to be in a twin-turbo, stroked 351... and in the end, you'll be beaten by someone with a bigger wallet.
I suggest you build your car for YOU to enjoy. That, done patiently, is within your budget, and won't ever disappoint you.
