There shouldn't be any wiring at that particular location; the only OEM wiring near there is the steering column wiring harness. Could that be from an old alarm that was installed?

Probably an old aftermarket alarm sys.

Ford doesn't usually wrap their **** with copious amounts of electrical tape like that lol

ck all of them with a test light. any that are hot needs to be taped off at the very least if not removed to prevent really burning something up.
