I have a 1999 Cobra and was planning on lowering it. I was wondering which springs are the best. I would like to keep the stock struts if possible. I don't know if it matters but I plan on getting 18" SVE 10th Anniversary wheels.

H&R SS springs. You must install some aftermarket shocks and struts otherwise it will ride like crap!

What's your overall plan with the car?

Certain springs/struts excel in certain areas, and can hurt performance in others.

I dont really care about performence. I just want to lower it mostly to get rid of the massive gap in the wheel wells. Im thinking eibach prokit but I was also looking at H&R Race springs but I am worried those will lower it too much.

Since you have the IRS, i will say Pro Kit from Eibach, and since you want to stick with the stock struts, and shocks, they will be fine.
My buddy added a set to his '03 Cobra, and it gave it a nice stance. Still close to the ground though for the catback exhaust which is his only complaint.

1low03gt did your buddy keep the stock struts and shocks? If so how long has he been driving on them with the prokits? Ive been reading about them and it seems like half the people say you need new struts/shocks while the other half says you the stock ones are fine.

The '03/'04 Cobra's come with bilstein shocks, and struts, so he left them, and likes the ride.
The only reason most say change the struts or shocks is so that you can get the most out the ride quality of the springs.
If your on a budget, there is nothing wrong in leaving the stock ones on, it will just give you a slightly rougher ride, that's it.
