I ordered a new Mach 1 chin spoiler from my local Ford dealer, but it doesn't look right. I think they sent me a Cobra chin spoiler instead . Are the Mach 1 and Cobra chin spoilers different?
Yes they are different... if you look at the front bumper of an 03/04 cobra, they have a black plastic piece running along the outer edge, which is probably what you got. The Mach 1 chin spoiler and the Cobra piece are not the same at all.

well, ive met some really smart people behind the parts counter, and there have also been some really dumb ones - it happens. Thats weird they even managed to screw up when they had the correct part number
