when you splice into the eec harness do you cut it and tape the old end your not using and splice a new wire in? or do you peel some of the insulation and splice a new wire in?

Your question is very vague.
A better description of what you are cutting and splicing into would help you get a better answer. We also need to know the wire colors on the existing wiring you are splicing into.
