Has anyone ever heard of this its some kind of engine management. I have buddies with Pobes and neons and they both are using it.

I'm putting the MS-II on my car. You can think of the MegaSquirt as any other aftermarket engine control system such as FAST but without the high costs. If you do a bit of research about the history of MS you'll discover that it was created by two engineers who were enthusiasts on a budget and were perterbed that engine management systems are so costly.
Along with the lower costs due to this being a small enterprise, there is no base set of codes to start with as you'd find from one of the larger companies. This means you will have to invest a serious amount of time diagnosing and troubleshooting your engine until it runs correctly. (i.e. Massive dyno time)
In my opinion though, if you couple it with something such as Innovate Motosports' Data Logger systems you get one hell of an awesome system at a great price!

Tweecer - actually written as TwEECer - is a piggyback module which allows you to modify (or tweak) various settings and inputs on the Ford EEC computer. The MegaSquirt system completely replaces the EEC computer.

Not that I know of…at least not with a flip of a switch. The question is though…do you really need a different tune for the street, track and emissions? I would say a majority of people have no need for different street/track tunes. With megasquirt...if I want to up the boost a little or a lot, the tune is already there for higher levels (assuming you have tuned those areas).
Now, if you have emission restrictions then you can make an emission tune…and burn it before you go for testing. When you leave or get back you just plug the laptop back in and burn your regular tune.
If you absolutely, positively need to have a different track tune then a street tune…then you'll need to bring the laptop to burn the different file. It's really no big deal…especially considering you can datalog all vitals and then some with the laptop anyways. Your going to want the laptop on hand for track use regardless.
Millhouse is right really. A good tune is going to peform well and run clean. Performance and emissions work hand in hand when you're getting your performance from efficient and complete combustion. So you really don't need more than one "tune" unless your talking the difference between a poweradder or not.
That said...
The reason TwEECer has presets is because the core informtion never changes. you're stock computer stays there, and the TwEECer just interrupts some information and changes them.
Megasquirt doesn't fiddle with an existing program, it is it's own program.
If you like, think of it like an Mp3 player. With TwEECer, what you're doing is fiddling with the treble, the middle, and the bass of the song. Crank up the "Bass" for your racing or whatever, turn it down and crank the "treble" for your emissions. But the song for each is the same song, the song itself doesn't change.
With Megasquirt, you're changing songs. Some songs are dedicated to "bass" some songs are dedicated to "treble". It takes slightly longer to change a song than to crank up or down the bass or the treble. but changing a song is also that much more of a drastic difference.

I am in the process of learning the MS-II system for my TT Build. That question has been asked many times on the site, the answer is no. There are no pre set tunes. The way the system works is if you're driving at part throttle crusing down the highway it delivers the fuel needed if you have a ricer pull up beside you and you drop it down a gear and floor it the ECU then sends out the fuel needed for the tune you have made up using readings from the TPS and MAP.
I am still new to the MS thing, and am trying to learn as much about it as I can before I start my install so if I am wrong in what I have read I am sure someone will chime in.
