yes the "wheel" is more powerful, and i think any beginner should start with something small, like the PC, then work your way up. With the right polishes and stuff the PC can work wonders, just as a "wheel" the good thing about the PC is that there is soooo much of an "aftermarket" for them, so many pads out there...and they're cheap too...
