More idle problems

I'm having a problem with a surging idle. I've had this in the past and eliminated it with the replacement of the IAC module and a new PCV valve & basket.

I've also replaced vacuum lines and the EGR valve.

The most recent computer code I pulled was a 67

Could the vacuum control module that fits on the EGR be the problem.
