Of course it will continue. The bigger the rulebook, the more areas there are to cheat.
A few years back Nascar swatted quite a few teams on the wrist for showing up with drilled-out bolts holding the rear spoilers on the cars. The bolts let the buildup of air pressure in the trunk out, resulting in more downforce and better handling. Rulebook didn't say you COULDN'T do it, so Nascar used the all-encompassing "Actions detrimental to stock car racing..." clause.
Heck, one of the times Knaus was caught "cheating", Nascar commended him on his ingenuity, showed everyone, including the media the shock absorbers he and his team had created, and simply stated that the next team to show up with them would be loading up the car on a hauler and going home.
Nascar also never specifically said that Knaus couldn't use the wedge bolt to alter the shape of the rear window (pure genius, and they were just mad that he thought of it first), never told Joe Gibbs Racing they couldn't use a tungsten-lined oil pan in racing to lower the center of gravity in the race car by moving the weight down low (happened last year, Nascar just confiscated them, put them on display for everyone to see, and handed out NO penalty, kind of like Knaus and his shocks from years before)... Besides, with no innovation in motorsport, how are we ever going to see the trickle-down into production cars?
