Someone in the DMV, or an insurance agent if you are friends, can tie the tag to a VIN and then search possible owners.
I've done this here in MA to track down my prior cars, however the insurance agent was my friend, so they willingly did this for me. But all they needed was a plate, to get the VIN and I got a name an address.
This is also why I blur plates in my pics I post online.
