Need help on ignition question.

Ok, I'm needing to know how to get this off, i'm not even sure what it is called. Part of my ignition broke off inside and i have my lock cylinder pulled out and the tip of it chipped and broke off inside. I'm really not sure how to fix it, I'm figuring if I can get behind it I can get the part that broke off out.

Anyone knows any advice on this... or should I just attempt to find a mechanic who can check it out, until then they car just sits infront of the house useless.
