Need help with EGR Valve!!!!

I have a 1990 LX 5.0 and I'm throwing a code 33. Tonight I took off the EGR valve and cleaned it. When I blow into the vac connection on the side I can see the orange piece go up and down. When I connected the vavle and took off the white vac line I can feel the vac from that line and when I put it back on the EGR valve that orange foam gets sucked up alittle. My idle did not changed when I removed this white vac line. How do I know if the Valve is bad or the sensor. What does this all mean. I;m also throwing codes 94 and 44

Put a hand operated vac tester on the diaphram and see if there is any leak down. A hole in the diaphram will still allow it to move but not correctly. Code 94 is for the solenoid. Check the solenoid and ensure that it is still operational.

FWIW, smog and EGR are separate systems.
