Neutral Balance

My motor i just got, Dart big bore 347:D,has a neutral balance...meaning its been internally balanced, correct?
my real question is i have a fidanza billet aluminum flywheel and im wondering if i need it balanced... fidanza says it is pretty much balanced but im not sure if they mean it is "balanced" or has a 50 oz balance, they also say i should have the flywheel and pressure plate balanced..any machine shop?
One more, my dampener has removal weights, if i take those out does it mean it is balanced?? or should i buy a new one...

this is one thing im not positive on a could use a little help because the local machine shop is a bunch of dicks, and love chevys
 
The engine should have been balanced WITH the flywheel, just to ensure everything is zero.
I have heard people with zero balance assemblies change flywheels and dampers with another zero balanced flywheel or damper.
I have not done this myself... yet.
 
Removing the weight on the Fidanza will make it zero, I use a lot of these and have not had an issue doing so. The balancer you might want to have checked, what brand is it??
