Scott, Paul is right. The first thing I would do is bench test the fan with a fused wire from the battery and your own ground. You need to know the motor you got is okay before ripping your hair out chasing the circuits.

If that passes for both speeds, then start chasing. There's a 60 amp fuse under the hood for the fan and there's a 10 amp EDF fuse. Check both.

For testing, if you have the key on and give CCRM terminal fourteen 12 volts, the low speed fan should come on. If that works, disconnect your jumper. Ground CCRM pin 17 and see if high comes on.



Alternative methods of fan function: You knew to turn on the AC. If you disconnect the ECT's electrical connector, the EDF relay control should turn the low speed on. If you run self diagnostic codes, both fan speeds should cycle at the start of the test.
