i have no doubt that the 3V will be underrated, but am unsure Ford would underate it by 30hp. although awhile back, there were rumors saying it produced 270+rwhp, so maybe it's true and they tweeked some more ponies out of it.
This is also pretty weird in my opinion. The slicks my father uses on his 69 Mach 1 fit perfectly on my 99 GT, I tried them last summer.

It depends. I've seen some at about 387rwhp amd some around 375rwhp. Alot of variables have to come into play when dynoing. Weather has a big part. Low humidity, cool air, near 0 surface altitude will get you much better numbers than high humidity, hot air, high surface altitude.

Yeah I just read my latest MM&FF and they got like 386 or so on the Dyno. They really underrated that car. Then throw a smaller pulley and there and WOW! Too bad I really have my heart set on a 2006.
