No Change in idle or timing with spout removed

What's going on everyone? I am trying to help a friend with a problem. He has a 1993 GT. We just installed a set of Edelbrock heads on it. I removed the spout and set the timing. I noticed that the idle did not change when I removed the spout. I know that the spout is supposed to give about 15 degrees more. We replaced the spout and same thing happend. We replaced the TFI module and checked the wires between the TFI and spout connector. There was continuity so the wires are fine. What else can it be???? The ECM???

It floats between about 1/3 and 2/3 of battery voltage (depending upon RPM). But if there's no voltage in the circuit, that's an issue.
