No enough fuel pressure?

Car wont start, there is fuel in the feed line(pulled the hose and sprayed all over) but nothing in the return line, regulator is new. Engine runs if I spray intake with carb cleaner.

Is this pointing to the Fuel pump? Is there something else I could look at? I would expect fuel to return when pump is on and engine not running.

I actually had the fuel lines swapped, the return on the feed and the feed on the return, I made some wrong assumptions when setting them up, it's a beautiful thing, needs some timing and what not, but I need some sleep first.
