No Fuel

How do you know if your stock fuel press regulator is bad?
My fuel pressure doesn't always come up to ~30psi on startup as it should... So I have to restart the car a few times to get it there...
What would cause this?

If you recommend replacing it, please mention a brand and $cost.

I say replace it because, if it is just on start up, then it is having trouble pushing the fuel to the engine. I know my friend has to do kinda the same thing to get the fuel to the engine. I suggest new pump.

replace the pump? or the FPR?
It has the stock intank plus the T-Rex.
