No Power To Cavity 13 And 15

I just got a 1991 Ford mustang GT convertible that has been sitting for a few years. The instrument cluster does not light up except for warning lights. I checked out the fuse box and cavity 13 which goes to the instrument cluster and a few other things is receiving no power. It's got a brand new fuse in it and I even tested with a multimeter. (Zero) along with cavity 15= fog lights.
Good fuses, no power. Every other cavity and fuse is working. What's my next step to fix this?

Honestly, I think new bulbs on you instrument cluster, did you ever have lights?

If you did, did they all go out at once?

Tell you what brother, let me move you over to the tech side, you'll get more help there.

I don't know if there is an online source, but you'll want to pick up a "EVTM" for your year mustang. It's an invaluable tool for this sort of troubleshooting.

It will show you how the car is wired so you can trace out the wiring properly.

But since I like to at least try to help...

Wiring changed in 1990, but this might still apply According to my 1988 EVTM, the fuse for instrument panel illumination gets its power from the dimmer switch.


The fuse for the fog lamps gets power from the multifunction switch. Which it appears is fed from the main light switch


You'll need to check all this out, but wire colors vary from 87-89 mustangs. Why I suggested buying the 1991 EVTM

I'm guessing one of these three components is faulty. Main light switch, dimmer, multifunction switch

I'd like to take a crack at this if y'all don't mind [emoji28] Lets see if the Army taught me a thing or two useful enough to help you out.

1. If the cars been sitting out there for that long I'd start suspecting that connections have started to corrode. Look for that.

2. I'd check everything going into the fuse block if it's only 13 and 15 gone bad. Make sure everything's good back there going where it needs to go and everything is connected properly.

3. Troubleshooting -start at the fault (instrument cluster and fog lamp) and chase the wires back for vdc until you start getting a readout. Wherever that is is where you will determine what you will need to repair/replace.

Like previously mentioned, it's most likely the switches.
