o2 sensor is broken. Can I pass emissions?

Long story short. When I installed my off road x pipe my friend installed his "home made" mil eliminators. I have been running a check engine light since... I swapped my stock mid pipe back on to pass inspection and am running a cel due to the broken rear o2 sensors that my friend rigged up. Is there a way to turn them off without a tuner to pass NY state inspection? Any advice is appreciated.

If the sensor is still good and you just need to remove the "MIL eliminator", he probably just wired in a resister (in series) and a capacitor (in parallel). Cut these two items out and splice back the two wires color to color.

i broke one of my rear 02's and used an 02 sensor from my 96 taurus. plugged right in and still works 40k later. it had 140k when i took it off my taurus.

Wow, he must not have made the home made mil eliminators right. I did mine back 2004 and they worked until I took one out for my wideband....then I got my first CEL because that o2 sensor was gone.
