The pcv is what helps to keep crank pressure from building, has nothing to do with any air pump.
Try this, engine at idle there should be vacuum at the pcv, put a vacuum gauge where the pcv is hooked up, note the reading, rev the engine and you should still have vacuum at the pcv.
Also check to see if you have air pushing out your oil fill tube.
