pending codes are a 2 trip code that have only one trip. what the means is, most of the conditions that will set a check engine light require 2 occurances to turn the light on. the pendign codes are occurances that have only happened once, and the computer is waiting for a second occurnace to command the CEL on.
generally a pending code will not cause a failed inspection, however that might change.
