I picked up a 4.6 out of an expedition today. the guy that I got it from said it was a windsor block with PI heads and that the heads were new. It has 13 valve cover bolts on one side and 14 on the other. And the oil fill is on the Passenger side. Does this sound like PI heads?

It really doesn't matter which one you build. You can put romeo heads on a windsor block and vise versa. Hell you can put 4v heads on a 2v block if you want to. Its just the main caps are different and the location of the freeze plugs. I would suggest finding an aluminum block if you want to build a motor. They are just as strong and are lighting then the iron

What would 4v heads do on a 2v block?

Well yea, if its a windsor motor. The remeo you have to go by part number of visual inspection, and the intake ports a square not tear drop shaped.
