Poor idle with a/c OFF

When a/c compressor is on, idle is fine and smooth. When compressor stop turning, engine surging and humping at idle. Not much but just enough to fail pollution test for example.

My truck acted like that, and the problem was solved with new plugs and wires. Stupid me over reacted and took it to a mechanic for eight hundred dollars. This was recent.

Yeah plugs+wires are new, injectors, pcv valve, fuel pressure thing, throttle body+sensor are all changed for example

Seems like you've been dealing with this for a while. When you say the "sensor are all changed", do you mean the TPS?

TPS is also new. Oxyxen sensor too.

The new iac was in place for a while, but the car didn't really idle at all, so the old but cleaned one is now in place

Check for codes, also look for a vacuum leak.

So if the hvac system is off( like in the off position) does it still surge? What about when it is in the vent position?
