Possible eec issue?

When my car is warmed up, the IAC (yes, I know for a fact it its the culprit) is causing the rpm's to hang when you blip the throttle. It will hang at 2.5k for at least 2-3 seconds before wanting to come back down. I have put about 10k into my 93 5.0 in the past 8 months. It has 65k original miles .All brand spankin new everything besides the Short block and the computer and wiring. Even the trans is new TKO. Even after all brand new sensors and engine I expected that old problem to go away, but indeed the problem is still there. Some circuit somewhere is tellin the iac to stay open like that. I observed this iac operation with it plugged in and the car running with a block off plate and sure enough, you can observe that it will open when you blip the throttle and then do some weirrd ****. There are ZERO air leaks,etc. Like it should, the rpm's will not hang with the IAC unplugged. Before anyone suggests, I have 1 use iac and 2 brand new ones. I also have 3 brand new TPS's as well. All parts and sensors are FORD. Has to be a computer issue right?. I never posted this before because, I build a restrictor plate and it works so it doesnt really bother me. Winter is coming and Ill have plenty of time to work out any other bugs. What you guys think? Here is my setup and as you can see Iam not a newb and no my way around the car. Im damn lost with the computer crap though. Thanks. Oh, let me say again. IT had this condition the old stock setup.

yeah. Thanks J. I acutally went through that thread again right before i posted. The ONLY thing I could find as the last possible soultion was this peice from your post "The IAC depends on the computer to provide a ground to make the IAC work. Bad wiring, dirty connections or a failed IAC circuit inside the computer can keep the IAC from adjusting the idle like it should." with that being said I really dont know what else it can be after replaccing everything in the car. Hmmm. ANy other suggestions? on another note. On several occasions I have attempted to pull codes but unfortunatley my scantron says everythings cool.
 
I see that you have the air filter in the engine compartment. Frequently, the air turbulence from the fan causes air flow problems through the MAF. The recommended fix is to place the air intake in the fender, away from the fan. Alternately, try clocking the MAF housing.

chit lol. That air filter is long gone too lol. The stock air box is what I use.
