power steering growl

I have a 64 1/2 mustang coupe with 260 cid motor, the car has the eaton style power steering pump w/ remote mounted reservoir ( car had dealer installed a/c at one time ) Problem is a loud growling noise coming from pump when stationery and turning wheel left and right, noise will lessen as fluid warms, tried turning lock to lock to bleed out air. also it apears that fluid is foaming and being pushed out of reservoir. lines and hoses were checked for kinks and appear o.k. any help would be appreciated.

filter is messed up. replace it or take it out. Also try some prestone stop leak power steering fluid. The foam can also be not enough fluid. Make sure its just below the low line with cold.
