Very common problem on Fords. If you know of a shop that can do a p/s flush, that usually does the trick. I did it to my car and it solved the problem.
I have replaced the pump on mine several times, and each time there was always some degree of noise from the pump.
The best result I have had yet, has been with the use of Redline ATF, instead of ps fluid. It still makes a little noise, but now I can't (usually) hear it over the motor.
the problem in those cars is not the pump is the hose change the discharge hose (put the stock motorcraft dont get other brand) and the oil and purge the sistem and problem solved, that whas the only way to solve the problem on my car i also tried a new pump and it whas the same $hit a friend told me to change the hose and i never heard the the steering angain that was 1 year ago!
