You do not 'Need" them with aftermarket lca's. But if they are not in the way of anything and in good working order, no need in pulling them. They do serve a good purpose with the factory suspension set up as it is very prone to flex under a load.... Don't want that going on now do we?
Adding LCA's doesnt' guarantee elimination of wheel hop. The only thing that does are quad shocks. I'd leave them on.

Why leave them on if they're no longer functioning? The real question is whether he should pony up for new ones, or just ditch them.
By "leave the on", I mean keep them as part of the system. If they're shot, by all means replace them.

Mine started to leak at about 74,000 miles too. I replaced mine with Bilsteins and man did they make a difference. It seems like I can take corners a lot faster without feeling the car sway or I think it's called body roll, maybe. Well worth it. They compliment my Bilstein shocks very well. And they only take about 60 minutes a side to replace if you are a novice like me.

I'd replace them. Believe it or not they serve a purpose as the Mustangs suspension you have isn't the greatest design. Leaving them in will help, unless you go with a TA/PHB/LCA setup.
