quad shocks working?

I have a quick question...before you put NEW quad shocks on your car, should you be able to move the smaller piece in and out with just your hands and it will stay that way? shouldn't it assume a position and move from there?
 
I was able to move them and they would NOT return to a set position. This was both shocks with 58,000 miles on them. Now the KYBs I replaced them with will fully extend when compressed.
I think the originals were not gas shocks.
 
They are not really designed to return to a postion. ALl the do is dampen horizontal movement of the axle....but not induce any movement of it's own.

So if your quad shocks stay at one postion, i wouldn't worry.
