I have seen what you are asking about, but arent they usually 2 letters?
I am pretty sure the ones you are asing about, not the ones in the pic, have to do with countries. Not sure if that is to show their native country, or what.

Edit...found this link ...they are country code ovals.

Those are country stickers. In most countries (Europe especially), a sticker that identifies your country of registration is required. When I was in on active duty in Germany we had to have a sticker like that with 'USA' on it.

Dunno what 'IGC' is though - can't find it listed...

Yea, I've been seeing a ton of those lately.

Heard about them needing to have it on their cars in EU, but why bother here?

most europeans got special license plates with their country code on it. i know i did in case i had to drive from the UK to europe somewhere. it was so u didnt have to pay some stupid fee for entering the country without a sticker thingy on it or whatever. those guys over there are weird...

I was stopped going from Belgium into France because I didn't have the USA sticker. Luckily I had it in the glove box - I really hated having to slap that dumbass lookin' sticker on the back of the car. The man wasn't gonna let me through the border without it.
