question about throttle

i have a 88 GT and i changed the valve covers and had to put on a 1 inch spacer. when i went to start the car after putting intake back on the throttle stayed at 4 grand

is anything hung up? throttle cable has some slack? no vac lines left off?

major vac leak? and i agree, check the throttle cable. after swapping to a cobra intake, i had to 'modify' the throttle cable bracket in order to get cruise control from keeping the throttle part open.
