Where is your purge outlet? If your outlet is on the cowl, did you just drill through the cowl on both sides to get the pipe through?

I marked the cowl where the pipe was going to exit and took both the cowl and the plastic cover in the engine bay off and drilled both of them. The cover was a little tricky since the hole was drilled at an angle.

i just got right behind the weatherstripping and drilled through the plastic and ran 1/4 inch tubing through the holes

If you still want to take it off, remove the wiper arms off than pry the cowl from the base of the windshield with a large blade screw driver. Be carefull when you lift it off, the washer fluid hoses can snap of if the connectors are brittle.
