how about some gears? LT headers and h or x pipe would help too... aside from a chip why not a tuner.. like sct or diablo make good ones.. nothing is going to be that cheap though...

Don't get a chip go with an SCT Xcal III but before you do I would do full exhaust (long tube headers and a VRS X pipe to go aong with your flowmasters). Also I would get BBKs new 78mm throttle body plenium combo. Do all of that then get a 91 or 93 Oct dyno tune with the Xcal III and you should be looking at 270 rwhp (318 crank hp).

PI head swap and intake. that should be your first goal i think since you have a 96 gt. after that go full exhause, TB plenum and MAF. then when you can really benifit from it, get a tuner chip or handheld.

+1. A relatively easy 50+HP just from just this.

If you've (OPer) got some coin, think about a set of Stg I cams and good springs in those PI heads before installing them. Before the heads go on, think about laying a set of LTs in the engine bay before buttoning up the engine. After installing all this, get a good dyno tune. I think you'd be pretty happy with the result.

All the N/A breathing mods in the world are only going to help so much when your engine is trying to breathe through those restrictive NPI ports and manifold. I think this should be your first step...

modularheadshop.com has some extremely cheap heads with cam combos. if you have the money go stage2 with a good cam and some beehives if needed.
