QUICK QUESTION REGARDING THE IDLE AIR ADJUSTER PLATE

I want to make sure I have this mounted correctly. Are the adjustment screws suppossed to be facing up or down once the plate is mounted? I installed mine with the screws facing upward. Is this correct?

Common sense makes me think yes... the screws should be on the top so you can adjust it while it's on there... but then again, some engineers dont use common sense.
