I put some Lucas fuel cleaner in the gas tank and noticed a leak soon after. Is this normal?

I'm fairly sure that tube is supposed to connect to either the Evap canister or the vent on the fuel tank. When I get to work tonight, I'll see if I can't get an S197 car on the lift and get a look or pull up a schematic in Mitchell or Alldata.
 
Are you sure the flap was depressing when you inserted the bottle? The first time I went to put in an additive, the mouth wasn't large enough to push the pins in to depress the flap. It all leaked through the seam and onto the ground rather then into the tank.
 
I'm wrong, that tube poking out of the sheathing is normal. If you had Lucas running out of it, you didn't have the flap depressed fully on the filler. That's what that little tube is for. You should have a funnel in the trunk with your spare for pouring fuel from a gas can and/or using fuel additives. If it's not there, they are less than $10 from the Ford dealership or Walmart sells a yellow one made by Hoppy that works as well.

Sorry I didn't get back to you sooner, it's been one of thos weeks at work, finally had the chance to look under a capless-filler S197 a few minutes ago.
