Rack and pinion help

I was just wondering if its possable to adjust the pinion or something to fix the slack I have in my rack and pinion. All my tie rod ends are tight and I can feel the steering shaft right before it goes into the rack and pinion moving but its like a 1 to 2 inch turn on my steering wheel before the wheels actually move... Thanks
