I thought 13 was normal, at least for my 69 and everything newer that I have. Higher pressure cap will give you a few more degrees before it boils but will also raise the pressure of the system which could cause a leak if you have old stuff and its been running at 10 PSI for a long time.

The 13 psi cap will raise the pressure in the system to 13 psi vs the 10 psi with the 10 psi cap.

A pro would be that under more pressure the boiling point of water is raised.

i bought a 13 lb cap and added "Water Wetter" to my system (http://www.redlineoil.com/products_coolant.asp?productID=53)

tomorrow is supposed to be 95 degrees and im goin to a car show, so im gonna see how this works. if im still not satisified, a new radiator is going to be purchased.

My brother and I both use Water Wetter and have been satisfied with it. I have an electric fan that comes on around 185 and before Water Wetter the fan would always stay running once it turned on, on a hot day while at idle. Now the fan cycles on and off like its supposed to because it can cool better.

your friend is wasting money one bottle is enought for a basic cooling system.5 12 oz. bottles will treat 760 quarts.

We use 2 bottles. I really didnt notice much temp change other than the fan going on and off.

the higher lbs. cap the better (as long as your cooling system will handle ther higher pressure)
You can pressure test your cooling system to see if it holds at higher lbs.
13# shouldnt be a problem.
on aftermarket alum radiators, 16# shouldnt be a problem.
