Brakes Rear brakes feel stuck after replacing pads and rotors

At the beginning of the month I replaced the pads and caliper brackets of my rear brakes. I’ve had the car for 9 years and never did the back ones well, because my dad (who’s an actual mechanic of 40+ years but he’s loosing his memory a bit so take it easy) said the pads were thick so they’re fine. Well things didn’t feel right a couple months ago and it seemed something got in between the pads and rotors and started cutting into the rotors. We pulled it apart, put new pads, rotors, caliper brackets and pins (because the old pins were literally rusted and seized into the old bracket). I know i should throw new calipers on it, I just couldn’t afford it right then. The day we got it put back together and I test drove it I was immediately saddened because the car felt bogged down. It’s never felt right since. I’ve engaged and disengaged the parking brake several times (even on a slope). I guess my question is how do the rear brakes work? I read the when the parking brake is engaged the piston is twisted out pushing the pads to the rotors. what about daily use? The rear brakes arnt just for the parking brake right? It feels like the piston just goes in very very slowly, is this something that can happen?

If the bolts were rusted to the brackets then the calipers could also be crudeded up.
Pull them off and place them in a vise and work then loose with some pb blaster or such,maybe they'll free up.
