Rear drivers side interior panel removal question?

What is the best way to go about removing the lower tan rear interior panel on my 98? I already pulled the seat cushion. Do I need to remove the seat belt, upper black trim, and/or back seat or can I get away with just popping out these little christmas tree plugs and pull it out.? Im taking it out so I can spray some undercoat over a patch that was put in behind the fake side vent and a couple inches in front of the rear wheel well to prevent it from rusting again or having the body work show through.
