simple question: should i rebuild my rack & pinion or buy a new one... and new power steering pump or rebuild it?

i would get reman'd flavors of both. on the rack, the inner tie rods often wear first/the most. the cost of two can be halfway close to a reman'd rack. then you should be good to go.
on the pump, again, i would get a reman'd unit. they are under 50 bucks and it saves hassle.
of course, if you want something more than reman'd units, i dont know - im poor and run what i can.
