Rebuilt/Salvage title

Ok so I just recently switched insurance carriers because my last one shafted me on premiums. But anyway, I get a call from my new carrier today and they tell me that there is a problem with the title for my brothers car. She said that it was a salvage title and could not be on the road. So I checked the title and it said rebuilt salvage/tx which means that it was salvaged at some point in Texas and then rebuilt and inspected for road use. I have to bring the title to the broker, but if the car passed the inspection in another state would I have to have it done again in my state (NY)?

Anyone have a carfax account that they could check the VIN for me?
 
depends upon the state. Rarely do titles transfered from, in your case, texas to newyork title, rarely do they transfer over the rebuilt/salvage. Most car flippers do that, rebuild a car, get it inspected, "sell it" take it to another states dmv, and get it transfered so it becomes so to speak "clean". They apparently caught yours though
 
I find it weird since the guy that owned it before us had it registered and insured for about 3-4 years. Then I had it insured for 1 1/2 years and they never said a damn thing. Now all of a sudden its an issue.
