Rivet Question

I have an aftermarket bumper already on the car.

One question on the bumper not where the rivets are but on both sides all the way to the side, there is a hole, is a bolt suppose to go there or rivets?

i don't see a 1/4" rivet listed.

Well im in the middle of doing it with the carriage bolts. it is working good!!

i'd also like to see how it looks with carriage bolts versus the rivets.
