Is drilling the only way to remove parts held on by rivets? And if so, what size/type drill bit should I go get to do the job?

Sometimes you can use a punch and knock out the stud, on some rivets it works, sometime it doesn't. Drilling is the best way.

what i do for rivets is, get a bit that can just barely move freely in and out of the center of it, get one size bigger, and use that.

A good quality drill bit will make easy work out of drilling the old rivet out.

Use a drill bit that's 3/32nd larger than the OD of the actual rivet shaft, that way it cuts the old rivet out but doesn't enlarge the original hole Dia.
