If you weld the bar inbetween the shock towers, make sure you plate them, they will only be like 3" x 3" but some inspectors are being picky about that, just beat the plates to form them to the shock towers. Also put in 2 small wedges to connect the bar to the frame, basically you tap them into place under the bar them weld them in.
I've seen 2 cars fail NHRA inspection with out the snubby pieces, becuase some inspectors do not count the shocktower as a frame attachment point.
