rpm idle problem, belt tensioner

i noticed that my belt tensioner moves a tiny bit while at idle every few seconds. my idle is still not 100% from when i first started messing with the car but its close to what it was. it still hangs a little bit but i know i have a leak in one of the vacuum lines and hope to fix it when i swap the intake. im going to try that next weekend when all the parts are here. the idle still jumps a little bit,only about 100 rpms. could this be from the belt tensioner?
 
alright, you need to adjust the bleed on your throttle body, and your idle throttle position bolt. keep messing with it until it works right. remember though, that the bleed lets unmetered air through. They both do damn near the same thing, only they have different side effects.

im not sure but im asuming that the bleed is the screw by the iac right? and when you say idle bolt do you mean on the tps or the idle screw. i was speaking with a buddy and i told him about the belt tensioner moving and he said it was because the slack when the rpms were moving. does that sound right. would the tensioner move that easy?
