running lean, vacuum leak??

my 94 gt seems to be running lean. i have the fuel pressure set at 39 idle and 45 WOT. when i changed the plugs they were frosty white. also i noticed a vacuum leak, right under the intake manifold and on the upper intake, when i capped it the car runs like crap and surges, and stalls when i turn the wheel. with it off the car runs alright but when i rev it, as the rpms come down it will stick at 2000rpms. any help would be appricated. thanks!!

Sure a v leak could do that

Get em all plugged up and reset the pcm

+2 A vacuum leak would definetly do that.

The boys are right-on.

Your ISC function is probably nothing right now (your vac leak was basically performing the air-bypass function the IAC normally does). Now that you plugged the leak, the IAC didnt know to kick its butt back on (and you were stalling under the slightest load, like using the PS). Starting fresh like Grady said is the way to go.
