Rust

I'm a little distraught here, my rear quarter panel has some rust on the lip of the wheel well. There's also some spots underneath the foot sills in the drivers door jam. I had a body shop quote me at 4k for repairs, they said they needed to replace the quarter panel. I took a close look at it though, and it appears that the whole panel is part of the uni body... I don't know what question to ask besides, what do I do?
 
Got any pics of how bad it is? It may be able to be ground down, or have a small piece patched in without replacing the entire quarter panel. By foot sills you mean rocker panels, correct? That would be an immediate cause for concern, IMO. The rocker panels are more structural than the quarter panel, so I'd be attacking those first, even if it meant I hit it with some POR15 until deciding how to proceed.
 
By foot sill I mean the base of the door jam, pretty sure that's the rocker panel right? And what's POR15?

Yeah, I think we're on the same page, just using different terminology. POR15 is a, I guess you'd call it sealer that seals rust and turns it into a primer. You wouldn't want to paint right over it on the body without repairing the damage, but it would put an immediate end to it worsening.
