ive built many engines but nothing where i started completely from the ground up like this so my questions are
1. what kind of balancer/flywheel combo should i go with
2. what brands should i go with
my current progress for the new engine is dart iron eagle block
scat 347 forged stroker kit
and afr 185cc heads

Most SFI approved balancers are good same with flywheels.

You have a very good block, don't know what rotating assembly, but if you're using all good to great stuff... use a good to great damper.

Use an ATI, you are already balls deep in the block, might as well go all out.
If you are going NA, you Might want to consider a solid lifter setup with some jesel rockers too.

Will you please expand why solid lifter and shaft rockers need to be considered when N/A?

sorry for got to ad i already have a comp cams 35-770-8 cam shaft

and i stated in the original post i have an all forged scat rotating assembly

I was only suggesting it because if you didn't want to run a SC or turbo, and you wanted a max power high rpm engine, you could take a solid lifter/cam setup to 7500rpm.
Makes for an extremely fast car, all motor.

Not something i was saying is necessary, just a consideration if you stay NA.
Also something that can only be done with a race block, the high rpm will tear a stock block apart.

ive already decided to do something like that, but im gonna do a mechanic roller setup instead of hydraulic

also what ounce balancer and flywheel should i run can anyone clue me to some part numbers?

I also have an all forged rotating assembly... so that means nothing to me or anyone else.
What forged crank P/N, rods, pistons, what are their weights, and balanced to what?

Zero balance requires a great zero balance damper. Not all dampers are equal either. Not all manufacturer's offer a zero balance damper.
Same goes for 28oz imbalance as well as 50oz.

Yes.
My only disagreement is I would shift well beyond 7500, because I built it for it.

I threw that number out there as a bottom line shift point since all combos vary.

I don't think the AFR 185s are going to want to go much beyond 7500 rpm.
