Spark plug boot melted. What’s going on?

Spark plug boot on #4 is completely melted after just a few minutes of idling. New carb, which hasn’t been tuned. Think it may be running lean. Is that it?

No...you have cheap wires touching, or too close to the exhaust on that port. Buy good wires, and be sure to keep the boot away from actual contact with that port ( or any port for that matter). For added security, you could also buy insulated covers for any boot that is too difficult to get away from touching the exhaust.
