Is it better for the vehicle (suspension, etc.) to drive over a speed bump with both tires going over it, or is it better to drive with one tire going over the bump and the other staying on the level part of the pavement?

If you go slow enough, it shouldn't matter. Going at a higher rate of speed could result in bottoming out with possible underside/suspension damage either way. If your car is lowered(suspension/body kit), it is better to go at an angle as it helps lift one side to not scrape the front or rear of your car.

If you go straight over, and there is barely any clearance, then the squish of the suspension could bang the bottom of the car (happens sometimes on the sub frame connectors in my stock 00 GT vert).
Going at an angle (or really, really slow) helps.
